Comment Moderation: Who can moderate?

WordPress (www.wordpress.org) has a really good comment system. It allows you to turn off all comments for individual posts (but doesn’t make them disappear). Lets your moderate comments and has a built in spam catcher. Maybe Scott W. could take a look at the functionality and mimic it.
